Director, Higher Education Policy Institute
Bahram became the first director of the Higher Education Policy Institute on its creation in November 2002. Before that, he had been Director of Policy for the Higher Education Funding Council for England (HEFCE) since its formation in 1992, where he was at the heart of many of the key developments that affected higher education during the decade.
Consultant
Caroline left her position as Deputy Director of the Department for Education and Skills (DfES) to set up her own education consultancy company on 31 March 2006. She advises on education at all levels from school to higher education, including vocational education, within the UK and internationally. While at the DfES, Caroline devised policy, advised Ministers, led change and reform programmes, and managed major projects.
Director of Strategy Policy and Research, Education Limited
Alan Olsen, an Australian, is Director of Strategy Policy and Research in Education Limited in the Hong Kong Special Administrative Region of China. He is a researcher, strategist and policy adviser on international education, transnational education and international student programs. He has worked in international education in Australia, Singapore and Hong Kong and has published extensively, with 25 listings on Australian Education International’s Database of Research on International Education
Consultant
As Director of the Joint International Unit of the DfES and the Department for Work and Pensions (DWP), Clive was responsible for all international aspects of Government education policy, including the development of the Prime Minister’s Initiative for International Education, which between 2000 and 2005 attracted record numbers of international students to the UK. He was also a member of the Fulbright Commission from 1998 to 2006, and President of the European Union Employment Committee from 2002 to 2004.

Roger King is a professor at the Centre for Higher Education Research and Information at the Open University. Previously he was Vice Chancellor of the University of Lincolnshire and Humberside (now Lincoln) and the founding Chair of the Institute for Learning and Teaching (now Higher Education Academy).
He is a writer, researcher and consultant. In September 2007 his latest book The Regulatory State in an Age of Governance: Soft Words and Big Sticks is being published by Palgrave Macmillan.
